Meeting Agenda - September 8, 2003

  1. Welcome - 7:10 PM
    Sign-In Sheet & Door Prize Slips
  2. July/August Police Report - Tabitha went over the police report. The most important part was the "shots fired" calls listed. Officer Upchurch is going to look at the report for that and report back to us on this at a later date.
    a. Beat Officer - Questions and Answers with Officer Greene:
    Q: There was a "toy gun" incident on the corner of Sierra Drive and Lake Wheeler where some teenagers were playing with cap guns simulating a "drive-by" and laughing about the event. The person who said this could not tell the gun was fake until every thing had already happen. What should we do in this situation?
    A: In this case, you should get the license tag of the vehicle, a vehicle description, and a description of the individuals involved. Call 911 and report the incident, note direction car was moving, where they came from and any other details that may prove useful. Remember that BB guns are considered a weapon.
    Q: My mailbox was damaged recently or is gone, what can be done?
    A: RPD has noticed a recent surge in damage to mailboxes. The most likely culprits are juveniles. You can contact RPD and file a report, however, not much can be done unless the suspect is caught. Do not let this stop you from calling, reporting the incident will help as well. Police can establish a pattern from your reports, but only if you tell them about it. You can always contact the USPS and request to speak with a Postal Inspector who can come out and inspect the damage and answer additional questions. Tampering with a mailbox is a federal offense and punishable by law.
  3. Review of Last Captains Meetings Notes
    a. NNO Results - There were approximately 40 people who attended this years National Night Out (NNO). The captains agreed that next year this event needs to have increased interest and promotion given to it. We are guessing that next year the event will probably be pushed back to the neighborhoods. The Raleigh Police Department was very supportive and you missed the following: DUI Mobile Unit, Canine Unit, Equestrian Patrol, Motorcycle Officer & much more!! During the time span we were there, we estimated 20-30 officers including a visit from Captain Poteat and Police Chief Purlov. We enjoyed the company of other Community Watch Programs and a pot luck dinner.
    b. Street Signs - The Community Watch street signs are in and ready to be put along the designated entrances to our watch area. We will try to get them installed within 1-2 weeks. We also have additional mailbox signs for anyone who needs to purchase one, they are $11.00.
    c. Still Looking for Block Captains - If you are interested in being a block captain, please let us know. The responsibilities are minimal: we usually have 1 meeting between CW meetings and you would be a contact point for your area, on your street. We would also ask that you would be available to distribute flyers to your area if we need this to be done.
  4. Budget - Fund Raisers - Our current balance is $194.00. We will need money in order to function as an organization. Ideas from the meetings regarding fund raisers: selling Krispy Kreme doughnuts, Car Wash, Holiday Candles. We would need someone to help out with this - interested persons should contact one of the Chairs.
  5. Website Updates
    a. Business Cards - There is a new section that is being developed that will allow members to submit their business card for free advertising on the watch web site. Anyone outside of the community will be asked for a donation to our group. (This is another source of revenue for our group.)
    b. Calendar - Submit Dates - Please submit any dates that you would like posted for the group to see.
    c. Send Your Ideas - send any web site ideas that you have to Jason Hibbets.
  6. Upcoming Events:
    a. Next CAC meeting - September 9, 2003
    b. Yard Sale - October 4, 2003 (rain date October 11, 2003)
    c. Election Day - October 7, 2003 - A Member brought up that fact that you can always request an absentee ballot if you are unable to get to the polls on this day.
    d. Election Registration - September 12, 2003
  7. Meet The Candidates - Jack Alphin was present and introduced himself to the group. He is running for Raleigh City Council Seat in District D. He is available after the meeting for additional questions.
  8. Community Issues Updates
    a. Balboa Incident - There were some teenagers that where having too much fun in addition to an "out of control" day care operation. Things seemed to have settled down.
    b. Basketball Court (Lawrence &Balboa) - there seemed to be some interest in revitalizing the basketball court located about 10 feet from the pavement where Balboa ends at the intersection near Lawrence. The floor was opened for discussion. Several members that live near the court where opposed to the watch group pursuing this issue. They did request that we look into getting no trespassing and no dumping signs posted. The group voted to NOT pursue this with a majority vote, 28-0. This issue will be tabled and addressed at a later date when more information can be collected.
    c. Road Issues/Petition - Patricia Brenzy addressed the members in attendance:
    - Lineberry Drive construction should begin in October?
    - Sierra Drive lines should be complete in 2 weeks
    - Pedestrian Improvements for between Lineberry and Thistledown (On Trailwood Drive) are NOT going to be funded
    - Pedestrian Crossings at school bus stops are currently in progress and under evaluation since school is now in session.
    - Sierra Drive and Lake Wheeler Pedestrian Crossing with a push button is owned by NCDOT - at committee until further notice
    - More Speed Limit signs along Lake Wheeler - this is not a problem, the posted signs are at regulation - however, Raleigh DOT may decided to install additional postings at the beginning of Lake Wheeler near Tryon and the Beltline.
    - Getting a 3-way stop sign at Lawrence and Sierra is NOT happening
  9. Committee's:
    a. Car Wash - need a volunteer
    b. Baby Sitting Program - Kathy Roche (First Aid for baby sitting instruction)
    c. Yard Service - Kathy Roche
  10. Hot Topic - Gun Safety in the Home - Officer Clarence Mayo, Wake County Sheriff's Department
  11. Open Floor
    - Old Cell Phones and batteries can be donated to the Battered Women's Shelter - Contact Michelle Listim
    - Swift Creek Fire Department Open House - September 27, 2003: 10:00 AM - 2:00 PM
    - Proposed idea for meetings: have children's activities during the meeting - we would need volunteers for this
    - next meeting is in December - TBA
    - VA is looking for clothes and other donations - maybe the group could coordinate a pick-up after our yard sale on the yard sale date
