Meeting Agenda - September 21, 2004
6:30 - 7:00 Pot Luck DinnerA pot luck dinner was held before the meeting. We had a great meal and turn-out for the dinner. Thanks to Patricia Brenzy for coordinating and leading this effort.
7:00 - 8:15 Meeting
- Welcome - Meeting began at 7:15 PM
Sign-In Sheet & Door Prize Slips - 21 members attended the meeting. - July/August/September Police Report
a. Polic Calls & 911 Update - Tabitha provided an update on the police calls. We noted higher than normal "Loud Music/Party/Noise" calls in August (which include fireworks). We also noted higher call rates on Henslow Drive and Mariner Circle for August and Ramsgate Street for July.
b. Beat Officer - Officer Upchurch attended our meeting and provided a thorough analysis of some crime stats for the last month (which is the end of August through about last week, September 15):- 11 Assaults District wide - 5 in our vicinity (2 w/ knives [Domestic], 1 w/ gun [Domestic], 2 w/ hand [Domestic])
- 12 Robberies District wide - 3 in our vicinity (2 home invasions, 1 strong arm)
- 1 Rape District wide - 0 in our vicinity
- 26 Residential Burglaries District wide - Mostly dues to:
* unlocked doors
* unchanged locks (apaatments)
* entry through unsecure window AC unit
2 Arrests were made - undetermined how many burglaries they were tied to at this time - 11 Commercial burglaries District wide
3 Arrests were made - undetermined how many burglaries they were tied to at this time - 169 Larcenies District wide - 26 Gas Drive-offs
* unlocked car doors
* city park break-ins (watching purses go in trunks)
* VISIBLE ITEMS IN YOUR CAR - if they can see it, it may be gone when you return to your vehicle - 15 Thefts District wide - 6 in our vicinity
4/5 the ones in our vicinity were arrested w/ 1 outstanding/pending- Q: Are there any trends?
A: Not Really - Q: What about the Gang Activity we heard about?
A: New gang unit. Seemed to be isolated incidents but no real gang threat (recently) in the district.
- Lineberry Update - Jason (Thu, 02 Sep 2004 13:24:01 -0400)
Ladies and Gentlemen,
I visited the site this morning and spoke with one of the site contractor superintendents. The arrangement remains for the developer to do all of the roadwork along Lineberry up to the paving. NCDOT will let a contract for the paving. The road work seems to be behind schedule quite a bit. With the rain we've had lately that is understandable. The road will likely be re-opened to traffic within 10 days. The contractor must pour the curb & gutter then complete the installation of the stone.
The controlling factor is now the widening of Lake Wheeler Road. The site contractor must have this widening completed and paved before we can pave Lineberry. This is so the tie-in of the two roads can be properly constructed. There is a possible Bellsouth utility conflict that must be resolved before the widening can be done. The most likely time for the paving of Lineberry is the middle of October. We're hoping for an earlier date but the above time frame is most reasonable.
NCDOT will go ahead and repair the muddy area where only half of the road is paved. We will cut out the mud and add stone in preparation of the final paving.
The overall construction process seems to have been slowed by the weather but I'm excited about what the final product will give us.

Brandon Jones District Engineer - Loud Music Petition (Jason Hibbets) - Reviewed the action items of the
Loud Music Petition:
- 1) Evaluate the current laws that govern noise pollution generated from motor vehicles.
- Evaluate what other city municipalities have done to resolve similar issues and compare their laws and ordinances to what we currently have in place.
- Draft new ordinance(s) or revise current ordinance(s) based on the
above evaluations.
-Ensure that stricter fines are imposed for residential areas.
-Ensure that repeat violators are dealt with in a serious manner.
-Ensure that RPD has and easier way to seek out violators and issue citations for this violation. - Launch a program that will inform the citizens of Raleigh, potential violators, and past violators that the new laws are in place and are enforceable.
- Orcharde Point Update - Jeannie provided information that she learned from riding the CAT bus to work. Turns out when it first opened people had to get background checks to get into that apartment complex. They screened people & kept tabs on things. Now they do nothing -- something that a couple of the residents I talked to are quite frustrated about! Also the manager they had for quite a while was arrested--for embezzling money from the complex. Turns out she had quite a deal going on--she was charging them fees for all kinds of things & pocketing the money. Which may go along way toward explaining the vandalism & other things that have happened.
- Recycling/Trash Collection Update
-Trash bins should be delivered on November 15
-WEEKLY collection should begin on November 27.
-our weekly collection day will be Thursday's - Voting Update - To find out more information on voting, please visit www.wakegov.com. It is highly suggested that you participate in EARLY VOTING. Registration (including updated info) deadline is October 8, 2004.

a. Mission Statement - 2 handouts; We will come up with a few mission statements for the group and then have an on-line vote to narrow it down so that we can pass this at our next meeting.
b. Increased Activity - discussed have a majority present to conduct business and vote.
c. Welcome Packet - we gathered the following ideas and the following people volunteered to help with this [Michelle Greenwood, Trish Brenzy, Jeannie Inskeep]- Welcome letter that block captains can print out and deliver
- booklets from COR
- new resident links from COR/Wake Co websites
- merchants coupons
- new resident section on our website
- Open Floor (New Business)
Colleen Wiessner brought up information regarding possible grants/program that we may be eligible for involving community involvement in cooperation with NCSU.- variety of age groups, student population, different housing groups, near Cent. Campus
- demonstrate funding for additional projects (in the future)
- grants up to $8,000
