14 Members in Attendance - Beat Officer/Crime Prevention Officer - Officer Upchurch
- Officer Upchurch reviewed the crime statistics for the District and for our watch/near our area. Noted that violations in our area were low - good thing.
- Reviewed the responsibilities of the recently re-activated CLAMP-DOWN officer, Officer Draughon who can be reached at the District 26 Police Station at (919) 831-6167
- Notes for Noise Ordinance violation - you need to have 2 witnesses in order for a citation to be issued. The caller is the first witness and an officer can be another witness. When calling in anonymous, it is recommended that you at least leave your phone number so that the officer may contact you if needed to confirm the noise violation.
- Spoke about the City's new proposal for Graffiti removal. There was as article in the N&O about this today at: http://www.newsobserver.com/news/crime_safety/story/2799080p-9241538c.html.
- GUEST SPEAKER - Walt Fuller from the Wake County 911 Center
- Interesting Facts: The 911 Center is located in the basement of the municipal building. It servers 53 different agencies, including RPD, RFD, and Wake County EMS. The center fielded 490,000+ calls through the 911 system and 532,000+ administrative calls in 2004. They answer 90% of their calls within 3 rings (18 seconds). They dispatch the majority of their EMS calls within 90 seconds. They currently have 78 employees.
- What's new? The center has had recent upgrades including new tele-communicator ergonomic stations, a new Computer Aided Dispatch (CAD) system, an automated voice dispatch system (live test dispatch was available at the meeting), a new emergency medical dispatch system, and an upgrade to an 800 MHz interoperability band radio channel for call trunking.
- What about Cell phones? The station is Phase 2 compliant which means the take the basics (patched to 911, caller number displayed) and add a layer called Auto Location Identifier (ALI) which uses GPS and/or triangulation with cell tower information in addition to caller number, name, and other related information sent by the provider.
- Non Emergency vs. 911. If you call the non-emergency line, (919) 829-1911, you will speak to the same folks. Walt recommends that you just call 911 as this will help with follow-up calls, etc. mainly due to the fact the they will have ALI information and can easily add things to previous call records.
- How is a call prioritized? Each call is placed in a class (i.e. larceny, party, etc) and then ranked using a priority (1-9). Priorities with 1 and 2 are dispatched very fast and are typically in-progress type calls. 3, 4, 5's and above are held for later and are typically calls that can wait (talk with an officer), are follow-up, or events that have happened in the past.
- What if I have a problem? If you feel something was not dispatched properly, call 911 back. If you need to, request to speak with a supervisor. Also, you can contact Walk Fuller. Business cards were handed out at the meeting. Contact Tabitha Groelle for any extras.
- More interesting facts: Average processing time is 240 secs. Average dispatch time is 100 secs. Average 1500 calls per day. Average 900 dispatches per day.

- PRR goes Non-Profit Officially - currently filing for non-profit status
- Place an Ad - plans on placing advertisements on the website to help cover the costs of the yearly fees (about $100/year) currently being paid for outside the PRR budget.

- Updates
- Lineberry Drive - Several items: 1) No Parking on Lineberry Drive from Trailwood Drive to Sierra Drive 2) Street Improvement Petition passed for the area between Joanne Drive and Alder Ridge Lane. Includes curb and gutter on the west side and sidewalks on the west side and on the south/east parcel, completing the sidewalk from Broad Oaks to Trailwood Hills and from Lake Wheeler to Ramsgate Heights. 3) Paving - hold up is the deceleration lane. Re-surfacing is on a contract from September-December 2005 with NCDOT.
- Sierra Drive - Laura Collins provided an update that working with the City on this seems to be getting no-where. Still trying to be persistent and has noticed an increased presence from RPD.
- SW District - get involved to create the vision for SW Raleigh for the next 20 years. Meeting date to be announced through email and on the website.
- Lawrence Drive - Speed Reduction petition almost complete, just need a few more signatures.
- Board of Adjustments - Sierra Drive, discussed the case that came before the BOA requesting a 5 foot variance for a car port (that was already build). This was heard and voted on by the BOA. It passed and the home owner was allowed the variance, mainly due to conflicting records and mis-inspections on behalf of the city.
- Sierra Drive Sidewalk petition - looking to complete the sidewalk from Goshawk to Lineberry. Fee in lieu are already allocated so no assessment fees would be assessed to property owners.
- Front Yard Parking - Several issues here with this topic being in Comprehensive Planning committee. 1) Environmental effects caused by compacted soil and erosion. Sediment getting into storm water system. 2) De-value of property, neighboring and for sale properties. Proposal is to pass and ordinance that would require all vehicles to park in a designated spot, whether that be asphalt, concrete, gravel, etc. Need to define delineated spot. Not looking to restrict the number of vehicles. Note - only talking about front yard, not side and back.
- Centennial Campus Master Planning - see Jason Hibbets for more information. Shared a map and reviewed events from the most recent workshop. Future dates TBA in email and on the website.
- City Council - Nuisance Policy Update, provided a high level overview of the PROP, discussed the grass ordinance, and will be sending out the party/parking guidelines from the Lineberry Alliance when the draft version is complete.
