Meeting Notes - May 5, 2003

  1. Welcome - As members arrived, they signed in on the sign in sheet and acquired handouts available. (Handouts included Home Safety Manuals and Littering Surveys.) Introduction of the three chairs: Jeannie Inskeep: Tabitha Groelle, and Jason Hibbets
    Meeting began around 7:05 P.M.
  2. Police Activity - Officer Quagliarello (Beat Officer) went over the following items and addressed the following issues:
    • priority calls
    • RPD shift work
    • area covered
    • increasing traffic - traveling downtown, college apartments
    • car break-ins - criminals can break in and get what they want in 1-2 minutes
    • house break-ins
    • reasons why people call 911 - Please don't call for civil matters
    • what calls we should be concerned about: residential break-ins, vehicle break-ins, homicides, assaults, and drugs
    • Write down strange activity: strange vehicles (TAGS!!!), people (what they are wearing), times, etc.
    • ways to protect your property - install proper lighting, not collecting newspapers and mail while out of town
    • commercial vehicles cannot park on city streets
  3. Community Watch Organization, Grant Application, Email/Web Site, Signs
    • Jason Hibbets went over the organization of the community watch program that the chairs have discussed. Our organization consist of 3 chairs and then a layer of block captains. We would like to create a tiered structure of communication where the chairs notify the block captains and the block captains notify the members of the watch group in their defined area.
    • Jason Hibbets went over the submission of the City of Raleigh Neighborhood Grant application that was submitted on May 2, 2003. Notified group that the committee will meet on May 21, 2003 to decide on what will be given in return for our grant and for our matching. More details to come at the next meeting.
    • Jason Hibbets went over the work being done on the web site redwaves.com/watch/ and the mailing list: watch-at-redwaves.com. Instructions on how to join the mailing list we on the agenda.
    • Jason Hibbets explained that we would be ordering signs for the community to post at the entrances of our neighborhood and for mailboxes. Sign up sheets would be available after the meeting. We will collect $11.00 for mailbox signs and $2.00 for the general signs fund. Any leftover funding will stay in the watch program budget.
  4. Litter Survey, Police Activity
    • Jeannie Inskeep went over the litter survey handout and gave instructions on what was needed and what to give them to her after the meeting.
    • Jeannie Inskeep went over a brief list of current police activity for the last month.
  5. Home Security - Tips/Pamphlets & Security Systems
    • Tabitha Groelle went over general tips for home security. She divided up her brief presentation into 3 sections, low budget, medium budget, and high budget. After this, she introduced our guest speaker, Gene Tart.
    • Gene Tart gave a presentation on Home Security Systems. He went over basic installation practices, set-ups, typical fees, and some does/don't & perks/downers of some of the Security System providers. The floor was then open for questions from our members.
  6. Closure to meeting - announcement for next meeting:

  7. Meeting Adjourned - Litter surveys handed in, Community Watch sign money collected
