Meeting Agenda - March 16, 2004

Sign-In Sheet & Door Prize Slips - Decmeber/January/February Police Report
- [Tabitha] We went over the police reports. We noted a higher volume of calls in December (41),
but Officer Upchurch noted that was not too out of the ordinary. We did have one break-in
on Courier Drive. We do not have a Block Captain on that street. The numerical statistics
will be available after the meeting and will be posted on the web site.
a. Officer - Officer Barbie Upchurch was available for questions. She did let us know that she is running a speed radar survey in our area to gather evidence that could potentially support the motorcycle unit to issue speeding citations in our watch area. You've been warned. She also noted that +50% of all residential speeders live within 2-3 miles of where they are clocked for speeding. Many people believe that because the speed limit is 35 MPH, that they can go 40+ MPH. You can get a ticket for this.
We also had some questions about noise compliance and we are looking into getting in touch with the Noise Ordinance Officer so that we can provide the number to the group. - Stranger Danger - [Tabitha] Tom Fuller and Tabitha Groelle are heading up this program. The
purpose is to educate kids from younger ages to adolescence about the dangers of
strange people in our neighborhood. The current plan is to host this event at the
Carolina Pines Community Center to incorporate more than just our watch program.
a. When? - Currently we are shooting for early summer and possibly a date in June
b. Need Help - anyone that can help, volunteer, or has ideas please contact Tom or Tabitha
c. Prize Donation - Don Flowers has donated a door prize for the Stranger Danger program (bicycle safety helmet) - Street Sweep 2004 - [Jason] We want to have a neighborhood wide street clean-up, literally
cleaning debris, rocks, dirt, sand from the streets, picking up litter, and clearing
the sidewalks. We are shooting for a Saturday in the Spring before it
gets too hot. We also want to include the area of Lineberry where there is a lot of
dumping.
a. What we want to do - This should be coordinated and planned by a small group of people and we already have support from the City of Raleigh. We will also provide a sign up sheet on the web site after a date and plan has been set. Afterwards, we are planning a cook-out for participants that volunteer at least a minimum amount of hours for the project. We are also pursuing getting assistance from the Neighborhood Matching Grant Program.
b. Who can volunteer - we plan to have sign up sheet and a show of hands showed good support. Having an idea of the number of participants can help us plan the approach we want to take and how much food to prepare for the cook-out.
c. Planning/Coordination - Anyone how wants to help plan/coordinate this project please contact Jason Hibbets. - Still Looking for Block Captains [Tabitha]
a. What streets? - Balboa, Mariner, Goshawk, Hoot Owl, Scattered Oaks, Cavalier, Courier, Joanne. Please contact Tabitha if you are interested. Note that there is not a great responsibility involved, just a little enthusiasm, being a contact person for your street, handing out flyers, and attending an extra planning meeting (usually a week before the watch meeting). - Info from CAC meeting
a. Raleigh Parks & Rec Upcoming Events - [Tabitha] Egg Hunt, Springfest, Kidfit Triathlon Clinic April 3, 2004, Spring Break Hangout April 6-8, 2004, Bark Around The Park April 24, 2004, Domino Days April 28, 2004, and Kidfit Triathlon Clinic May 3, 2004.
b. NPHTF - [Tabitha and Jason] The Neighborhood Preservation & Housing Task Force is looking for support. Although we will not be able to support them as a group, we are providing information and encourage people that want to support their cause to send in support letters. All information we have is available at the front table after the meeting and additional information is located in the Political Info section on the website. - Upcoming Events
a. National Night Out (NNO) - [Jason] I forgot to bring the information but told the group that this was at the beginning of August and we would plan participate. More details and planning will be provided at the next meeting. [Date is August 3, 2004]
b. Car Wash (Fund Raiser) - this was discussed at the captain's meeting but not at the watch meeting. We need someone to head this up so that we can get some funds for our watch program established. - Hot Topic - Parking/Speeding on Sierra Dr (near Voyager) - [Jeannie] In case you
haven't heard there was a very bad accident at the intersection of Sierra and Voyager.
This has brought to our attention the problems of increased, speeding traffic at this hill
top and the threat it causes to traffic, parked cars, motorists entering the intersection
(from driveways and Voyager), and pedestrians. Mike Kennon from the City of Raleigh has
provided a proposal to the City of Raleigh. The current recommendation is to remove
parking from the one side of Sierra in this area and re-stripe Sierra accordingly. The only
proven fact is that the hill does possess a visual obstruction for both east and west bound
traffic and does not provide enough stopping distance at the posted speed limit.
We need people to respond to Thomas Crowder and/or Jeannie Inskeep
to voice your opinion on what should be done. The group did come to a consensus that the
current proposal is not satisfactory and an alternative plan should be derived.
The group discussed this issue and came up with the following ideas:
- Restrict parking during recommended "Business Hours"
- Reduce the Speed Limit on the crest of the hill
- Restricted Right turn only from Voyager and Lawrence during certain hours
- Install a flashing light at the intersection
- Install stop signs at the "T's"; This would cause traffic to stop before approaching the hill
- Install noise bumps to warn people of the intersection
- Post additional signs (Warning Dangerous Intersection)
- Open Floor
- Door Prize
- Adjourn
