Meeting Agenda - February 6, 2006

  2. Beat Officer/Crime Prevention Officer
    • Concerns: Beer Bottles; Neighbors have noticed lots of beer bottles and trash along Sierra Drive. We speculate that there are individuals purchasing items at the Grocery Boy Jr. and consuming beer/food on their walk home. They discard the remains along Sierra Drive.
    • Grocery Carts - The grocery carts on the empty lot at Lineberry Drive and Sierra Drive seem to be stacking up. We ask that if you happen to see someone with a shopping cart to carefully follow them and record their apartment number. If they live in Orchid Pointe we can call the manager & she will issue a fine to the person. Also, please keep track if you return a shopping cart to the store (mostly Food Lion). We need to keep track of how many carts we are returning so that we can quantify the problem.
    • Noticing a lot of foot traffic between 1 AM and 5 AM - some neighbors have been seeing extra foot traffic in the early mornings. You are encouraged to call 911 if this is suspicious.
    • Additional items from Officer Upchurch - One of the top concerns are vehicle and house break-ins. Our crime numbers have been low lately, but Officer Upchurch has seen some increases in proximity to our area. Also, she mentioned that one remedy to prevent home break-ins is to make your home looks lived in.
    • Question from the crowd: What do we do about post accident debris? Some of the runners and walkers in the neighborhood may have noticed the accident debris on the corner of Sierra and Lake Wheeler. Officer Upchurch mentioned that most of the time, clean-up is a low priority. She recommended contacting street maintenance.
  3. Financial
    • Fundraiser - Place an Ad (Website) Some of you may have noticed the ad space we are considering on prr-watch.org. Once we complete the filing for non-profit status, we will move forward. We asked the group what some reasonable pricing would be and we got little response. We talked about a $20 minimum for 6 months. The pricing has not been finalized.
  4. 2006 Goals/Planned Events
    • Street Sweep 2006 (May 6th, 2006) - We asked for volunteers to help lead this effort and no one in attendance volunteered. If you are interested in helping with this initiative, please contact Jason Hibbets.
    • Shredding 2006 - we are looking for help to coordinate this event. Anyone with community contacts or media contacts, please contact Tabitha Groelle.
    • Event Signs for each Street - we are considering submitted a Neighborhood Improvement Matching Grant to help blanket the neighborhood with signs about our meetings and events. We are also considering approaching Lowes or Home Depot to see if they are willing to donate goods for this cause.
    • New/more Captains - for 2006, we are looking to use the Captains more to help the group grow. If you are interested in being a captain, please let Tabitha, Jeannie, or Jason know.
    • 911 Tour (March) - Walt Fuller was at our last community watch meeting in December 2005 and offered to provide a tour of the 911 center to our group. We should pick a few dates in March and make this happen.
    • More members on email list - We'd like to add more neighbors to the mailing list and will make this a priority for 2006 goals.
    • Community Watch Mailing - as a registered member of the Raleigh Registered Neighborhood Associations, we received 2 mailings to our group per year. The chairs have decided to use a mailing in the early spring to promote the May 1, 2006 meeting, Street Sweep, and National Night Out. We will use the other mailing in the fall to promote the final 2 meetings.
    • Address signs - on Tryon Road, you may have noticed the blue, reflective signs with house numbers on them. Swift Creek Fire Dept. sells these signs for $15/sign.
      Important check your house to ensure that your house numbers are visible from both directions so that emergency vehicles can easily identify your home.
  5. Updates
    • Sierra Drive Calming Project - Some of you may have noticed the traffic counter on Sierra Drive (black tubes running across the street). The results from the traffic counts are in, the AVERAGE speed on Sierra Drive was 37 MPH. There were 2500 cars in a 24 hours period. Tabitha has the contact person with the Street Calming project. There was also mention of the blind intersection at Voyager and Sierra.
    • Sierra Drive Sidewalk petition - The sidewalk petition to complete the sidewalk on Sierra from Goshawk to Lineberry is almost complete.
    • CPTED - Crime Prevention Through Environmental Design:

      encourages the community to be more proactive in the fight against crime at the neighborhood level. CPTED training unites city departments (e.g., planning, police, inspections, solid waste, and/or community development) and community members in solving problems related to crime and the physical environment.

      Attend a workshop and learn how to define problems, identify solutions, carry out plans, and evaluate results.

    • Identify school bus stops in the neighborhood and mark with signage.
    • Community Watch business cards (to help promote the website and mailing lists).
    • Assignment: Everyone in attendance was asked to tell a neighbor about the website & mailing lists by Saturday.
  7. Adjourn - May 1st, 2006 - Joint meeting with Lineberry Alliance.
